With over 45 years of experience in surveying, design, supervision, and construction management, Hydraulic Engineering Consultant Corporation II with the brand name HECII, formerly known as Southern Irrigation Design, has been providing consulting services for numerous irrigation, hydropower, and infrastructure projects, and many large projects both domestically and internationally. HECII has accumulated extensive experience in providing services such as Master Planning, Investment Project Development, Detailed Design and Total Cost Estimation, Construction Drawings and Estimates, and Feasibility Studies in across various sectors..

• In September 1982, the Southern Water Resources  Survey and Design Sub-Institute was established under Decision No. 605 QD/TCCB dated September 11, 1982;
• In March 1985, the name was changed to Southern Water Resources Design and Survey Enterprise according to Decision No. 161 QD/TCCB dated March 19, 1985;
• In March 1989, the name was changed to Southern Institute of Irrigation Survey and Design according to decision No. 573 QD/TCCB dated March 30, 1989;
• In February 1993, the name was changed to Hydraulic Design and Survey Company II according to Decision No. 67 QD/TCCB dated February 20, 1993;
• In September 1995, the name was changed to Hydraulic Construction Consulting Company II according to Decision No. 80/QD/TCCB dated September 6, 1995;
• In October 2004, the name was changed to Hydraulic Engineering Consultant Corporation II (HECII) according to Decision No. 3393/QD/BNN-TCCB dated October 5, 2004;
